Essentially, they already have considering a recent interview with Kevin Feige. He said that the Hulk is definitely in the Avengers and they haven't "ruled out" another Hulk movie. Based on that, I say we will have to wait till after Avengers.

truth, I wouldn't get any hopes up for an Incredible Hulk sequel till at least after the Avengers

That says to me that TIH2 won't be happening for a while and that Hulk is going to become a supporting character appearing in other Marvel films rather than his own film!

At least we will see him in another movie. I think this is Hulk's chance to have a sequel too. If he proves to be a cool enough character in Avengers, then who knows what will happen after that. For that, Norton really needs to come back.

Ya know, I thought about this after I read that interview. I'm not sure though. Marvel has a lot of movies in the pipeline. And his other comments about the Hulk seem to suggest that they want to see how Avengers performs and how the Hulk is received.
