Yeah a Hulk buster suit makes sense.

I love the Hulkbuster because of what it implies. Stark being very proactive in trying to anticipate and develop contingencies for multiple scenarios.
to me, hulkbuster does not make much sense in the comics. why would tony try and go toe to toe with the hulk when his regular armor has the advantage of being way more nimble?
he could fly around hulk, blasting him from a safe distance, or hit him with a knock out gas or something.
thinking that the way to stop him is to try and match his unmatchable strength is pretty dumb if you ask me.
I think his Thorbuster would stand a better chance of success since Thor's power level is for the most part unchanging.
After Thor juiced him up 4X as powerful as he normally is. Granted, he's moved on to more powerful armors since then.
But as to your querry I think the answer lies in the Superbowl IM3 trailer. Powerful armor is one thing but it's no substitute for not being able to be in more than one place at a time. Just like Tony(in armor) can easily handle all the weight of those falling people but that doesn't mean that's all it takes to solve that problem.
Except he didn't build the Legion to take on enhanced humans. Stark has been holed up in his basement since the Battle for New York build suits for all occasions. I just so happens that this is the first time they need to be used.

Yeah, it's kind of a running joke. I don't think ANY version of the Hulkbuster armor has been able to do much more than make it take Hulk a bit longer to kick Iron Man's ass. That's what happens when you face an opponent with no power limitations(or at least not much since I guess time required to anger-up/get stronger would in fact be a limiting variable) with technology that is finite in what it can do, no matter how powerful it starts off at.
I think the best Iron Man has ever fared against Hulk is the lucky shot he one time laid on him in the 1970's or 1980's while wearing the Mark III(I think) and knocked the Hulk out(who must've been having an off day) and drained IM's power so much that he almost died afterward.
