One possibility I see is that Anton was a cossack(a group of russians who aided the nazis in WWII against Stalin). It's a little GoldenEye, but whatever.

Just watched the first one -- when Stark is talking to the pilots*, he jokes about something that happened to Rhodes back in 87 -- and he asks to Rhodes: what was his name? Ivan? I find it funnier now

I finally saw The Wrestler and I am even more excited about Rourke taking on this role after seeing it.

The clues are adding up. Tony's dad built the arc reactor. Anton Vanko is well known to be an energy researcher. There probably was a secret energy arms race that Howard Stark won,and ruined Vanko's life. Maybe Vanko say Stark stole the tech from him. Maybe for his failure the Russians imprisoned or killed him. Ivan blames the Starks for this and wants revenge.

You know what else is sort of funny, I just watched Iron Man again last night and the two F-22 Raptors that chase Iron Man are code named Whiplash 1 & 2.

But I don't think it has to do with the Arc Reactor. In the 1° movie, the magazine cover talking about Stark building his first... err... something at the age of 5 feattured an "Will the Arc Reactor solve the World's energy problems?". I think that's too recent to envolve Ivan's father.
