Originally I had given Deathstroke the 14th spot but now im not so sure with the inclusion of Deadshot and the rumored Red Hood.

I don't see Hawkgirl, Shazam, Raven, Zatanna, Martian Manhunter, Batgirl, Bane, Grundy, Doomsday, Sinestro, Killer Frost, Ares, Zod, or Black Adam making the initial roster this time, although hypothetically one of them could also take that 14th spot if Deathstroke doesn't get it.

they didn't say. but looking at mortal combat there always a roster change and it almost common in fighters with a few exceptions

there's astill a chance but not all of them will make but the game after that sequel wise will make up for it . so don't worry too much .

Yeah, Ed Boon confirmed at Comic Con that the roster is half returning and half new characters. He also recently confirmed at Games-Con that the starting roster size is 28 characters.

So far half the reveals are returns while the other half are new characters. The pattern seems to be to reveal 2 characters at a time (one new and one returning).

Hmm in that case I'd have to agree with your list but I think Shazam, Raven, Martian Manhunter, Batgirl, or Sinestro might have better chances than Deathstroke.

The Flash might sound a little familiar in the new game Injustice 2. According to IMDb, The Flash TV star Grant Gustin will reprise his role as the fast-running hero in the new DC fighting game. At the time we’re filming this, no official announcements about his involvement have been made by developer NetherRealm Studios, so the IMDb listing might be in error. It’s also unclear if Gustin will voice The Flash for the entire game, or just in DLC;

the last Injustice game featured Arrow star Stephen Amell as a rare DLC fighter, so they might be doing the same thing with The Flash. It’s worth pointing out that in the last Injustice game, The Flash was voiced by actor Neal McDonough, who coincidentally plays the DC villain Damien Darhk on Arrow. We’ll have plenty more on Injustice 2 before it arrives next year.

Complicated themes about the nature of power, the concept of god, and the morality of vigilante justice aren’t too heavy for Injustice 2. Characters from the iconic graphic novel Watchmen might be coming to the DC fighting game. Director Ed Boon recently posted a poll on Twitter asking fans if they want to see Watchmen characters in the game, and no surprise, the overwhelming majority of respondents said yes. Although Watchmen is easily one of the most popular comics in DC’s library, the company has been reluctant to exploit its characters, so if they do appear in the new Injustice game, it would be one of their first times appearing alongside other DC icons like Batman and Superman. I guess Dr. Manhattan would make short work of a simple alien like Superman because he’s basically a god, although expect things to be more balanced in the game. Injustice 2 is slated to arrive next year

That's a damn good question. Though lately Boon has been teasing more characters on his Twitter.

It's been speculated that the lack of info is due to the voice actor's strike. But from what I understand, most games have the voice acting done very early in development while the programmers are still coding and then eventually, the graphics department lip-syncs the voice to the mouth when the coding is being done on the character models.

But with all the info droughts NRS had on their previous games, I'm kinda used to this stuff now. Sucks, but it is what it is.

considering the Watchmen connection to the current Rebirth "reboot" in the comics, I would not be surprised at all if we see some Watchmen characters in Injustice 2.
