I think it's mostly for smaller bags. If it has those "easy tear" ends you should be able to tear it along the entire side.
 
I remember that stupidity. Divx too. The contest was no contest. Rent a disc to use for 3 days at most before it goes into a landfill or rent one that can be used over and over and over again. Even the late 90's consumer wasn't that indifferent to the environment.
