At the end of the day, it's just a sloppy plot hole and not a thought provoking device meant for fans to ponder on.
Why are you trying to ruin other people's fun?

I found a website that actually sells the biocable: http://biothread.webstarts.com/ It's $900 a bottle(which I think is a rip off). Anyway, I think Peter made the webbing from scratch. I think he used Richard parker's notes, and used it to make them. Like in the ultimate spider man comics, richard was working on a molecular adhesive, aka, webbing. I think he uses his fathers notes on the biocable, the only modifications he made was making them into pellets and adding a chemical to loosen the fibers to shoot a mist. If I'm wrong, it was probably given to him as a gift from dr. Connors for helping him with lizard regeneration formula.

I thought the ad in Oscorp said that each cartridge contained 'several thousand meters' of Bio-Cable? Or did I mishear something?
He could get his hands on some GPS technology and tweak it.So, anyone have any ideas on how Peter would develop Spider-tracers in the second film if they choose to do so?
People.
The movie showed him opening an official package from and labeled "Oscorp".
Why is this even a discussion?
Then the question remains whether or not it was stolen or bought. Being that he unofficially became an intern at Oscorp, he could have easily stolen a packaged box of bio-webbing from the facility.
