I wouldn't call it "chickening out", regardless of how it plays out. The main plot progression of this episode is Barry learning how to go back in time (accidentally). It's difficult to say what else will stick. Assuming he does stop Weather Wizard with his knowledge of how things turn out, and he wraps everything up in a nice little bow, it's going to give him the confidence that he can go back in time and change things for the better. Which will motivate him to go back to his mother's death, even though he knows he already failed then. It's all progressing to that logical event. I wouldn't call it a reset button in that case.
