Beetle Borgs were only cool because of the pseudo Jay Leno ghost.

They never explained why everything was different in the movie. The movie was basically out of sequence with the TV show sort of like the DBZ series and the DBZ movies not really fitting together.

I think it was also partly Fox asserting their influence. Tommy Oliver who was one of the directors for the Saban/English re-version of the series has talked about how Fox and the executives did a lot to assert their influence and didn't want Bulk and Skull in the movie, things like that. That's also the reason Saba's lines didn't make it in, but Oliver did say that he recorded lines as Saba for the movie.

The biggest reason things were different between the show and the movie is that most/all of the action sequences where they were suited up, were from the Japanese version of the show. The movie was completely new, and as such, completely had to be done from the ground up. As for the new costumes--it made sense since that since they had the whole new command center that they have new threads.
