to the extent one argues that Nikki's kid has powers, (supreme intellect) it is not the same power, as say walking through walls or multple personalities.
so if the congressman did put a bun in her oven, there really is no way to speculate if the kid would have powers, let alone what they might be.

Sounds basically the same as mutation in Marvel's comics. Parents with powers have a greater chance of having mutant kids, but it's really rare for the kid to have the same powers as the parent (Spider-Girl's the only one who does that I can think of off the top of my head).
