What is this H.A.A.R.P. thing?

Ok, I realize I could just google this, but at the rist of scrolling through a billion conspiracy theory site, I decided to ask our experts of the Hype.
So today a friend came and started telling me about this government experiment called HAARP. I don't know what the idea is, but he described it as a real life equivalent to the Weather Dominator from GI Joe, and started caliming that the military has documents saying on the 11th of May they are gonna test it on the New Madrid fault, likely killing all of us who live along the fault, splitting the continent, etc. etc. I have not heard of this to begin with, so what exactly is with this stuff?
