Alot will say Koskov was the main villain but Whitaker was the one who ordered Pushkin dead and also at the end of TLD he tells Bond that he can take Koskov away anytime. This makes me think Whitaker did not like Koskov?
TLD was great and it made a difference letting Bond go up against realistic baddies compared to previous cartoonish ones like Stromberg or Drax.

You've got (1) Connery at his best Bond, (2) hot bond girls, (3) tormenting deaths, (4) A+ villians, (5) classic dialogue, (6) sweet gadgets(albeit outdated), (7) classic bond soundtrack, (8) sharp bond-wit that isn't over-the-top, (9) intense and sustaining action, (10) gambling, (11) heavy espionage, (12) nuclear threats, (13) and a climactic end setting (Fort Knox, no less).
