When was the idea put forth that batman's suit was armor instead of just tights? Was it in TDKR? That's the earliest reference I have seen that states that batman wears armor.

Actually, a scene from a 1940's (maybe 50's) Batman comic (recently posted here on the Hype.) shows Joker shooting at Batman, and Batman saying something like "Haven't you ever heard of a bullet-proof vest?". So, technically he's had some form of armor since then.

Yep--Batman #1 in 1940.

Interestingly enough, in that story the Joker escapes from Batman just after that panel (after running out of bullets) and Robin kicks the Joker from the top of a building. Batman catches him though. In the second Joker story (in the same issue), Joker tries lunges at Batman with a knife but ends up stabbing and killing himself somehow, in one of those physical feats that only works in a comic.
