Who in the Bat-universe is smarter than Batman?

No one inside Gotham. Some are better trained in their respective areas, but no one has a superior mental capacity, in my opinion.

Lex Luthor, for example (though outside Gotham) is superior to Batman when it comes to science. Though I'd say Lex probably has slightly superior mental capacity to Batman, the main reason for his expertise is because Lex dedicates himself to a very narrow area of study: science, science, science. Batman's mental resources are spread among dozens of fields--he has to master them all to be good at his job. Accordingly, he'll never be great a scientist as Lex Luthor. It's possible he could be close, if he dedicated himself to the study of science full time, but he doesn't.
