The characters listed are because hey are big-headed, power hungry and are a worldwide threat, as well as are relatively popular (you can vote for more than one).
Luthor and Grodd have been portrayed as the main BBEGs in the JL cartoon since they were the leaders of the Secret Society, but there's no reason one of the other jerks could take their place in the movies.
Overall I think large cosmic or divine threats should be mostly in the background while a more low level villain runs things on Earth.
