I would say that even though he has been mentioned before in the posts, I would give it to Doom. I saw Thanos up top but that is solely with the gauntlet I would say. I would probably go with Doom and I might have considered Stark but that might be on potential rather than actual facts.

We should exclude the cosmics, as they have an unfair advantage of possibly billions of years of advanced technology to draw from and their intellect is usually beyond what most worlds are capable of put together.

Yeah, Marvel's taken the guesswork out of this for quite some time

Also well up there in intellect are: The Mad Thinker, Forge, Brainchild, and Quentin Quire. From earth but not on Earth are the High Evolutionary and the Futurist both of whom are far above Richards or Doom.
