Why Is Skeets Evil?

This question was posted in another thread, but let's have one for itself.

I've already made the guess that it has something to do with Cyborg Superman controling him, which is supported by the Guardians saying that he plays a part in 52 as well as that he's in the Phantom Zone and Skeets was just able to "control" the Zone. Makes sense if you think of how someone can't be in the Zone and still be sent to the Zone too.

Yeah, in A 5.2, someone said that Morrow flipped the switch from good to evil, just like the evil krusty the clown doll. Could Morrow be behind it all?

It's not the same Skeets that got turned into a tracking device by Max Lord it's a new one after Booster went back to the future. So why can't he be evil?

Exactly. Imagine a little golden robot (no bigger than a football) chasing superheroes around. God, it almost calls for a Scooby Doo-esque chase scene.
