Its a blatant McGuffin, it has no purpose other than what you said.
That's a sure sign of crappy writing, no character new or old should be a plot device.
It can be argued that a good villain can hang in the backdrop of everything going on and never make an appearance until the "big one" that counts.If they wanted it to be a longrunning villain, then it needed to be featured more prominently and actually look like a real threat to them. Just one arc and then popping up in the background once in awhile doesn't count. Real good villains are ones that are constant threats to their characters and can give the heroes runs for their money in both the physical and mental areas. Pred X is nothing more than a mindless eating machine which does not make it a good villain, just a cliche.
