I personally really liked the idea of Penguin as a British arms dealer, and Black Mask and Sal Maroni fighting for control of Gotham. They'd be the main villains for the first half, until Joker shows up and causes all sorts of chaos for both the heroes and villains.

I can't see why Nolan would say Penguin would be tricky since he worked so well in the old BOF plot... if Black Mask isn't in... then its Sal Maroni or Thorne as your number two... but there will have to be more than two villains no? My gut tells me Black Mask, Maroni, Joker, Two Face cliffhanger and THATS IT... no Catwoman or any other BS cameo....

1.) Joker appears halfway through the movie.

2.) There is a mob boss in the mix

3.) There is an industrial heir who is a foil for Bruce

4.) Harvey Dent will be burned by Joker but not until the end of TDK or the beginning of the 3rd part, so that Two-Face will be the main villain for Batman 3.

you're forgetting the classic rogue reinterpreted as a british arms dealer. That's the one we all assumed to be Penguin. Nolan claims Penguin isn't in it, so who knows what to believe anymore.

I dunno how credible it is any longer, but I'd heard the one tied to Bruce was actually Rutger Hauer's character from BEGINS, Mr. Earle. The story was he enlists the help of the Penguin (I suppose that's when the rumors for him started up) for help in his attempt to bring down Wayne and his company for ousting him.

However, it seems Penguin is, at least for now, not part of the equation. There is still the rumor floating around, of course, that Black Mask is the foil, because he has a similar background to Wayne. The idea of it jades me though. Black Mask has aesthetic similarities to both Scarecrow, Joker (behind "masks" of different kinds) and Two-Face (duality). Maybe that's just me. Probably is. Just seems redundant, is all.
