great look for his victims. not for the joker himself.

Gotta agree. Was this movie any good?

While that looks like some artist's representations of the Joker (Time Sale's, for one) it's no good for 2 reasons:

1) Anyone with that type of damage would not be able to speak and

2) Anyone with the kind of make-up needed to show that kind of damage would not be able to speak.

So you could just dub over a nearly static mouth, which would look crap, or you could animate the mouth so it can still be hideous but make all the required movements... which would look crap.

which is why it would still work for his dead victims. It would look disturbing as hell and they dont have to speak, there dead. It looks just like his victims in the man who laughs story.
it is perfect, just not for the joker himself
