Didn't always have to be. I remember reading comics where readers just got them for pointing out the error (looking at that list, it was Ralph Macchio on Daredevil, where he definitely had a very generous No-Prize policy). I think the concept shows the fun it's possible to have when one doesn't take nitpicking too seriously, but also the problems of those too obsessed with it.
I think the absence of the Avengers Tower is worth a No-Prize as long as people don't overdo it.
