I'm thinking Dormammu or some other cosmic being. I can't really see Marvel getting him for a physically demanding role and a role like Dormammu would probably be mocap/CGI/voicework.

It was Dick Tracy... it was meant to be over the top and cartoony. And if i remember rightly he got an Oscar nom for that performance.

Well Pacino is a legend not only because of the Godfather movies but also because of movies like Carlito's Way, Scent of a Woman, Heat, Scarface, etc. that I don't even know if Marvel could afford him but seeing as how they could afford Redford to be in Winter Soldier then they could definitely get Pacino in the Marvel universe
