Nope, bullets can hurt him. In fact, they can kill him. In FF#123, Reed is shot in the back by a trigger-happy soldier while trying to stop the Silver Surfer from leaving Earth to follow his former Galactus back into space. It's unclear where exactly Reed was hit (it appeared to be the back of the head) but the Surfer pronounces his injury as fatal. The Surfer then lands in a pastoral area and uses his power coismic to heal and restore Mr. Fantastic to life.

This would seem to indicate that Reed has to "see it coming" in order to command his body to absorb something as severe as a bullet.
