I can't even enjoy Superman IV as a "so bad it's good" level.

Nuclear Man, Mr. Freeze, Poison Ivy, Bane (B&R version), Doctor Doom, Galacloud, Rico from Judge Dredd, The Octopus (The Spirit), that villain from Supergirl, 2014 Shredder?
If you wanna call him a villain, richard pryor in S:III is there, as is ARRNOOLD in Batman and Robin.
Dr Doom In F4 and 2 was pretty bad also.

Poison Ivy is easily the worst of the live action Batman villains thus far. Ahnold was at least iconic in that his Mr. Freeze will forever be quotable.![]()
The Batfleck was a lego this whole time?![]()

I'm going to have to give it to Bane in B&R. At least Ivy had some semblance of her personality.

Who has been the worst villain in comic book movie history? Nuclear man is up there certainly.

Sharon Stone in "Catwoman."
To this day I can't fathom how they thought turning S:III into a comedy was a good idea.
I remember being extremely teed off watching it as a kid on the big screen. I was like, what the he11 have they done to my superman film?
