Why? Radioactive Man isn't even a traditional Pym villain.
I vote Black Knight. A mad scientist dressed like medieval knight and shooting missiles and lasers, that is something new.
According to commentary track, Reed and co tried to make Scott Lang a genius savant (he probably read Future Foundation Vol 2), but end up deleting the scenes since it decreases his everyman quality. All the scences were deleted for very good reasons instead of just trying to shorten run time a.k.a. Age of Ultron. For example, Scott and Pym's first meeting (where Pym's military photo is shown) is deleted because it adds too much confusion on Pym's personality and history, and the edited version makes sure that Pym appears as a heroic deuteragonist viewers can root for instead of mysterious and confusing old man.
he seemed pretty smart when he broke into Pym's home. his smarts were also showcased in the preview comic; where they show what landed him in prison.
anyways...
my personal choice is still a revitalized Advanced Idea Mechanics; co-opted by mad scientists (ex. Monica Rappaccini, Elias Starr, etc) whose plans are more nihilistic than profit-motivated (like Killian). they could even idolize Pym. I feel that A.I.M would play to Ant-Man and the Wasp's strengths by giving them an army of faceless characters to fight; led by people that can match them intellectually. you could even have them shrink down to fight some kind of A.I.M nanovirus. or, wait for it, an enlarged microbe; to stand in for the Creature from Kosmos. someone like Crossfire could also align with A.I.M to avenge his cousin Darren.
as for someone like Whirlwind, he could easily be one of those one-off villains that shows up in the beginning of the film (to be trounced and arrested); to demonstrate that Scott and Hope are actively superheroing now. my idea would be to offhandedly mention that he's one of the inhumans or got his power from eating fish tacos.
