To be fair, in the tv show, Skynet sent back over a dozen terminators.
Actually, much as I hate Terminator 3, it did introduce a pretty... good idea: the Terminator kills important people when it can't find John Connor.
Obviously, this makes more logical sense, since, rather than searching for weeks aimlessly, it could off a good chunk of the resistance's leadership, and draw John out (provided he has another character from the future telling him this is happening).
