I have to highly disagree, he was doing plenty of squats and leg exercises with Gym Jones and filled out the suit very nicely on his legs, chicken legs? I think not, chicken legs are dudes who don't work legs at all maybe he lacked there compared to the rest but again that's not chicken legs.
 
A Batman being as strong as Superman defeats the purpose of the character anyways.

I'd say his upper-body genetics are superior to his lower body genetics. Similar deal with Hugh and his legs being a little smaller proportionally to his upper body.

I give both guys credit though for working with what they have.

"Chicken legs" are very thin, bony legs on a man or a woman; they basically have no shape or curve whatsoever. In sharp contrast, some people are genetically gifted in the sense they have naturally strong/muscular thighs and calves, the latter in particular. Others have to work at it. Of course, like you said, (even if one already has good legs to begin with) lack of symmetry between the upper and lower body can give the appearance of one or more scrawny body parts. Cavill certainly does not have chicken legs.

Kilmer had almost no definition at all, at least bale looked ripped.

It's fact that Bale pretty much was the first batman actor to deliberately affect his physique for the role. I still stand-by that his physique in TDKR worked.
Yeah that don't look quite good. I used to remember Kilmer used to be in good shape right? In that Tom Cruise movie or whatever he did. Bale was good but did not exactly raise the bar. But obviously times have changed now, now people are compared to Cavill and Hemsworth and the likes. And Affleck is a pretty big fella, so he will easily top Bale I think.
 
Cavill has elite genetics. I doubt many actors could get in this kind of aesthetic form. I'll be happy if Affleck can look like a guy who looks unusually strong, even if he doesn't have the Olympian quality of Cavill.

Genetics are king. There are many people who have trained very hard, put their mind and soul into it to achieve their goals but then they realized they have run into the wall that is genetics. Nothing can be done about genetics. You have to work with them.

Its likely that the best physiques we see are those that had the genetic jackpot to get their extra-ordinary results. Gerard Butler's trainer said almost apolgetically that Butler has insane genetics.

Cavill I agree too has very good genetics. He has the natural V shape Mark Twight said, broad shoulders, thin waist, that is an aesthetic ideal in body-building. For MOS, they put more muscle in the right places and emphasized it even further. Even a six pack as opposed to a four pack or eight pack is genetic. Arnold famously had only a four pack. Cavill has an eight pack.

So yeah, great genetics with world class training and nutrition gives the best results.

Gym Jones hit legs very very very hard. They wouldn't allow skipping legs at all. Here is what Cavill said about legs.

The amount of back squats, the amount of time I spend hobbling around a set because my trainers beasted me with leg work is just uncountable. I may be a crippled Superman, but at least I’ll have great-looking legs.

Legs are a very big muscle group, I feel more drained on leg day than on any other. When you are trying to get big, training legs is a great idea because, your legs being such a big muscle group, if your legs grow, it will encourage the rest of your body to also grow.

So Cavill did a sick amount of squats. Here are some of his personal bests in a health magazine.

435 pounds for deadlift
365 pounds for backsquat

He can definitely try getting bigger. Twight said that after cutting and all, Cavill was at 190 pounds with single digit body fat for the filming of MOS. He can try more than 190 pounds this time though I think he looked perfect in MOS. He's bulking nicely though it seems. On the Man from UNCLE set, he looks pretty thick in suits. And today these pictures were released.




















 
Cavill, poor man, TRYING to sight see on an off day yesterday in Italy but still got photographed to death as we was trying to check out a church. What's of interest is that he was looking around in his workout gear and Gym Jones tweeted that Cavill was wearing their T Shirt.

Yeah he's got some t-rex's going on. I noticed that a while back.

While those arms aren't great for playing basketball, it's generally easier to build up shorter arms in size I believe.

His legs were skinny in the movie as was his thighs, take a look at the behind the scene pic of him shirtless with the ripped trousers. Maybe he is just designed to have small legs (genetics).

Your "thighs" are part of your legs. To be fair, Henry Cavill wasn't exactly wearing shorts in the film, so it's difficult to judge what kind of condition the lower part of his anatomy was in back then; and we already know that Cavill's body type allows him to look smaller in loose-fitting clothes. Remember how various Hype members jumped to conclusions, years ago, when he wore a white shirt (that did nothing to reveal his physique) to Comic-Con?

Unless the leg portions of the MOS costume were extremely padded, Cavill's quadriceps (in the suit) appear to have been quite large, although his calves were less impressive.

Calves are next to impossible to build with weight training. Because they're almost entirely built of slow twitch muscle fibres, and withstand thousands of "reps" every day with every step you take. It would take longer than the time actors are given to build big calves, and the fast twitch muscle fibre that accompanies that size. Even Sir Chris Hoy, an olympic athlete with huge quads (27 inch) has relatively small calves:

I have images to support my point as well, check the shirtless pics of him on set with the ripped trousers you get a good look. Nothing wrong with my eyes in those pic they look like chicken legs.
 
It's amazing that fitness trainers have made physicality in casting an almost non issue.
You can get an actor 'sorta' looks the part and then turn him into an absolute monster in the gym with enough prep time.

Yeah, but, unlike the old set photos of Cavill you referenced, where his legs are still very much covered up by loose-fitting clothing, SMoS used a clear professionally taken image to demonstrate his point -- that Cavill's legs were certainly in proportion to the rest of his body.

Out of the aforementioned set photos, the image below is the only one I could find where you can see just a portion of the actor's quad muscles (in his left leg). If the thigh was less covered, additional size and definition would be more visible to the naked eye.

No not that pic there is a cleared one when you can see Cavill leg and they look very skinny hence my assumption he had chicken legs. With the pic from above I can see I was mistaken I will try and get the pic I am talking about.
