SM2's train scene was far superior to anything in SM3 minus the ramming of Sandman's face.
SM3's Venom vs. Spidey fight consisted of kicks and spidey being tied down and being beat down by the big sandass. The crane scene, sure it was cool to see spidey do that jumpy thing through the well placed cement blocks, but really, not good 'action' just sequences.
SM2's subway sequence or SM1's pumpkin bomb to the face was unheard of for a superhero movie. Superior in every way.

I think you, and others, have become spoiled by the action in these movies.
The action in SM1 was pitiful and while there was a huge improvement in SM2, there were only two major fights over the span of 120 minutes. SM3, on the other hand, averages an action scene every 20 minutes (as opposed to every 45 minutes, like in SM2).
The Sandman fights may have been short, but the overall quantity of action in SM3 was a drastic improvement over SM2 and was more comic bookish than either of the previous films.
