Picture a three-part contest, concluding with a face-off. 1. Each has to escape their respective prisons, 2. Cause at least 1 significant landmark catastrophe in town 3. Kill a beloved "supporting character" * all the while keeping your do-gooder off-track. Finally Break the other guy in their own torture-room / evil-lair. Loki gets Arkham Asylum, Joker gets Hel. (OR if you want to keep things relevant to the movies, Loki gets Gordon's MCU at Gotham Central - Joker get's the Helicarrier). Essentially this last place has to be the one where your anarchist broke out of in the first place.
