HRT told them not to light up the boat yet. Someone apparently is telling them to execute.

Police doesn't want the boat lit up.

For those who are wondering why it's 'taking so long' to get him subdued or catch him keep in mind we're talking about very densely populated areas. They don't want to endanger more people than necessarily, and someone like this could have explosives ready as a defensive or dying measure..and they probably also want to capture him alive...so it's hard to avoid a firefight without keeping a good distance.

The guy failed to kill more than three people a the marathon with a pre-thought out "master plan". How's he gonna take out all this cops in such a situation with a presumably smaller bomb?
