This is the innate problem of trying to rejuvenate Peggy, if you do that you essentially remove the "man out of time" aspect of Captain America's character, especially in light of the other important person in his 40s life, Bucky, have been revealed to be alive in the present in Winter Soldier.

Captain losing 70 years of his life has to have a price, and that price is Peggy.
