I've never seen Birds of Prey so I didn't know. Will Ferrell should definitely NOT be a villain. Rob Schneider can be Signalman.

What about Eliza Dushku as Catwoman?

LOL. This is like a game of "telephone". Schneider and Ferrell being cast as villains would be about as bad as casting Sandler as one, partcularly the Riddler.
 
Basil Karlo, Hugo Strange, Bronze Tiger (with Ra's and Talia, in the far future).
 
Penguin- Oswald Cobblepot as crooked businessman using Iceberg Lounge as a front
Hugo Strange - just adapt Monster Men, alright? Or Prey - that was great.
Black Mask - fantastic potential for a truly memorable villain who takes on both Bruce and Batman.
Get Batman using his brains and detective skills as well as his a$$-kicking skills.
And for those ass-whupping moments:
Bane - as in the Knightfall saga.
Killer Croc- as portrayed in Broken City, he could be a mob enforcer.
Lady Shiva - kung-fu fighting females always welcome.
 
Adam Sandler for the Riddler? No way.

Jude Law would be great, as would many of the other actors I've seen mentioned, such as Hugo Weaving and Ed Norton, but IMO Sandler would be a terrible choice. It'd be like casting Rob Schneider as the Mad Hatter or Will Ferrell as Mr. Freeze.

I don't want Jude Law, this guy is mentioned for every Batman character apart from the women roles. when I joined Hype he was fan favourite for Joker and Batman Begins wasn't even in production yet.
 
After we have seen Joker and Two Face who I hope both get good scripts then I'd settle for Mad Hatter or Penguin.

It would be nice also to see Scarecrow with a bigger role maybe a Mad Hatter/Scarecrow plot would work well.

Mad Hatter is an underused character who to me can be creepy or as insane as Joker given a proper story.

eh i don't mind him, i think he's a good actor and i liked him in "Sky Captain" but i don't think i can see him as being a villain... maybe for a role in a new "avengers" movie

I would enjoy that a great deal. To my mind, Tim Burton completely misunderstood The Penguin, and sought to streamline him with the other more threatening and horrific criminal elements in Gotham. His place is really as a strange, eccentric being with an equal measure of physical toughness and emotional vulnerability, who has a finger in every "pie" in Gotham, whether it be the high society to which he aspires, or the lowest of street crime from which he feathers his peacock throne. He should always be pitiable if not likeable, and he should always want to be liked even when he is despicable.

In fact, I demand than Oswald Cobblepot opens The Ice Lounge in Batman III.

Spot on. I think this character has a great deal of potential and some people still can't see beyond the 'gentleman robber' with a bird fixation. Two-Face's obsession with duality sometimes led to gimmicky stories back in the 70s and early 80's, but he has become a much more engaging and complex villain since then as writers have explored other aspects of his personality. I wish for someone to really do the same with Cobblepot and really turn him into the great villain and thorn in Batman' side I feel he can become.
 
I'd like to see Firefly; he's a minor villain I've always enjoyed. And his BTAS-style costume is badass.

A pyromaniac is just the sort of loon that should be running (or flying) around Nolan's Gotham.

Not as the primary villain, of course.

The Terrible Trio!

I'm serious. They're a little cheesy, but they are realistic and can be potentially scary. Make them really smart and insane with super-scary masks and you have potential there. I think their masks look scary here:
