I'd prefer Catwoman. She could serve as a villain/ love interest and possibly an aide to fight crime.
Poison Ivy to me is just a villain, not a love interest.

Talia is good for continuity and keeping the trilogy rules (no3 returns to elements of no1), but Selina/Catwoman is by far a more interesting character to me.

Hopefully Catwoman. If Nolan returns and brought Poison Ivy into the mix i would be happy with that but i'm a huge Catwoman fan and i'd be really interested to see where he could go with the character.

If there really are clues in the dialogue like people think it's most likely to be a Riddler + Catwoman movie with Riddler the main adversary and Catwoman the secondary villain.
