Actually, there are laws in place for that.

Also, not everyone that is arrested is automatically a criminal. People have gone to prison for years for crimes they didn't commit, so that logic is faulty.

No, but really, if a criminal is fleeing, it doesn't mean you get the right to shoot him in the back. Only if he presents a real present danger to society, i.e. a petty thief is probably not going to go on a shooting rampage.

Faulty logic once again, you resist because you know you didn't do anything wrong. I mean, I'd like to think I would be all calm and nice if someone was arresting me for something I didn't do, but thats not always the case.
