Comic Book Character Help

I'm writing a comic book character and I would like them to be of a highly semantic standing in approach, not only of a more complex integrity than that of Joker, but also of the greatest villains of the literature world. I realize that this would be quite a feat but I love a good challenge. What would be your thoughts on the subject of the making of a greater villain of the highest of calibers, a truly legendary, classical villain?

Seriously, my approach to an antagonist, especially one that is going to be of a "legendary" status, is something that you will just have to develop in what I call the "fleshing out" period of writing.

It all depends on the style of your story and, also, your approach to the protagonist, or multiple protagonists.

I'm merely an amateur writer myself but the only way you are going to come up with that great idea, or character, is to keep writing. Always write and try not to ever let an idea get away from you.

But if I may interject, simplicity is your friend if you're looking to try to create a "new classic". Don't just right into complexity, start simple and keep wading into deeper waters gradually. Look at all the classics, including the Joker, and you'll see that that's how it works.
