could someone fill me in on how war machine got how he is now..

I'm reading iron man at the mo and war machine/jim rhodes is mostly machine.
how did he get like that?
i never knew he was like that at all...

Possibly, but I don't think that's how things work in Avengers: The Initiative, at least. Thankfully.

well it had to have happened inbetween Sentinel Squad ONE (Decimation) and Avengers the Initiative. I also think it happened before Civil War, that could explain why he wasn't present, which he clearly would be if he was capable. writers probably didn't plan of that way, but they can easily fit it into continuity. So something really bad happened to him between ONE and CW.
