Ok so after examining the set photos more intensely, it is clear that his padding probably won't hinder his movement/fighting very much. It is much more reminiscent of the gear that catchers wear on the baseball field than actual plated armor.

So that is good news for all of you who wish that he was more "mobile"

I like the design of the costume. Although It does seem quite bulky at the top. I also expected him to have scars all over his face.

The scarring makeup we've seen may not be the complete look since he's wearing a helmet and the area around his eyes is the only part that needs to be seen at the moment. They may make do his full face once he's not wearing a helmet/mask.

In this pic we can see how those forearm-rams look when retracted. It makes a lot more sense, they are more practical if they only unfold when they are to be used. Cool design!

I hope he gives Steve a run for his money in this one. Now he is no longer just a henchmen: he is one of the two main villains this time around, so it would make no sense for him to get wrecked again like in the Elevator

I'm wondering though how he will be any competition if he also hasn't had some serum update. Even a highly weaponized Bucky with a Cybernetic arm was enhanced to a degree to be worthy of a fight. Because yeah in the photos Crossbones is armored but it doesn't appear to be like Iron Man armor which would give him more strength. We've seen Steve tear apart numerous Ultron robots, take a hammer blow on his shield from Thor and even take down a jet with his shield. So Crossbones with a metal chest plate and metal hands unless they're firing bullets seems vastly underpowered for the job.

I hope he gets Steve by surprise with his upgraded fighting (if only from the new gear) and gives him a bit of trouble, as in the first Winter Soldier vs Cap fight. But that Cap won't lose to him.
If he stood his ground against Ultron I couldn't stand seeing him defeated by such a lowly enemy.

We have no idea if he's a primary villain or not, it's more likely he's still just the muscle but this time Zemo's muscle. But even if he is a bigger villain that doesn't make him physically more powerful.
