Bruce Wayne was born with the power to be The Goddamn Batman.
 
Iris and Jai West were born with powers, although they didn't really kick in until they were a few months old.

Martian Manhunter was born with all of his superpowers, but stuff like mind-reading and shape-shifting don't really count as powers by Martian standards.
 
Golden age superman was born with powers.

But then we have to decide whether or not her creation counts as "birth." I mean, her mom made a clay statue of a baby on the beach one night, and the gods brought it to life.
 
Starfire was born with her natural superhuman strength as well as the ability to fly...

Later in life, she got her "starbolt" powers, but she was born with flight & strength...

I'm sure various LOSH members were born with thier powers, but with DC it's all about the origin, baby.
 
I forsure Superman was, cause I remember it the old superman movie he knocked a wall of the kent house down when he was 5. But he didn't have all of this powers. So I don't know if he counts. But he did have speed and streath.

Raven would have been born with her powers.

Superman doesn't count. He was born on Krypton, without any powers. He didn't get any powers until his latter childhood on Earth.

He is also capable of conversing with all animals, regardless of origin, in their own language, including all spoken and written human languages.

He wasn't born with it though... he got it from drinking from the Fountain of Youth

You could argue that he was born with the power to metabolize yellow sunlight and use it to fuel his various super-abilities; it's just that this power didn't become active until he happened to be living under a yellow sun.

I guess it depends on what we mean when we say 'born' with powers - does it mean, straight out of the womb they were shooting lasers out of their eyes? Does it mean they had a particular ability from birth but just didn't figure out how to activate it until a certain age? Does it cover something like Marvel's mutants, where it's a given from birth that you will have whatever ability, but you won't actually develop it until somewhere around puberty?
