I think Sale is terrific too.
I do think Jim Lee is a remarkable artist, but the clean lines of his artwork just doesn't have the gothic feel as much as an Adams or Sale for some reason.
I like some of Sale's stuff, but sometimes it's just not consistent enough for me...Just my opinion.

Before 1964 it's Dick Sprang. Easily.
For the more modern version, I'd go with Neal Adams, although Jim Aparo was the better storyteller and had the much bigger body of work and Marshall Rogers had Adams beat as far as atmosphere and making Gotham City part of the action.
