The headline skipped this part: "without their parents’ permission" as "adults" could mean the child's parents.

Still heinous, but I thought Republicans were becoming even more radically extremist. Reich Wingers are already known for making families with trans kids frightened for their lives thereby running them out of town, I thought they were threatening to jail those parents now too - which wouldn't surprise me if they eerily try to do that.
