I have the MK soundtrack (from the game) that had that theme on it first...it has a bunch of other techno songs by the Immortals too, done for each character...the best one is Johnny Cages, which is essentially a guy yelling "Johhny Cage is not afraid to die!" over and over again.

It disturbs me how the Van Damme Street Fighter movie has not been mentioned.

For me the only thing that beats top gun in that department while trying to maintain a serious atmosphere is the all time campiest fun movie of all time...
