The Speed Force is back since Bart's death. Inertia's got the frictionless suit thing. Back when Jay was flash, there was a Speed Force, he just didn't really know about it. (Though he did have run ins with Max Mercury who clued him in from time to time.) After the Speed Force was lost, he could still go near the speed of sound. Fast, but not fast enough to where his clothes would explode or anything. Supes doesn't have to worry about Speed Force stuff because of his indestructible Bio aura deal.

He does have to worry about causing sonic booms everywhere he goes, though. Aquaman whined about it in JLA once:

That particular story was the one where the JLAers with secret ID's were separated from them, and they therefore became less human and stopped caring about whether or not people around them got hurt.
