Talking to some of the guys from yojoe.com , they said that in fact some of the figures were customs made for SDCC, but Hasbro told them, if the sets do well, they may go into production in the third set.
The next wave is due in October, and will include, Lady Jay, Sgt. Stalker, Shipwreck,Beachead, Serpentor, Zartan, Buzzer ,Cobra Trooper and Firefly as well as a repainted Cobra Battle pack, which will include a Black Uniformed Cobra Commander, Red Dragon Clan Storm Shadow, Cobra Jet Pack Trooper, Cobra Stinger driver and a Comicbook deco Cobra Infantryman.

do you know exactly which ones WERE customs? Slaughter, Zaranna, Lifeline? Any of them?

Sgt. Slaughter, Lifeline, Air Tight, Leatherneck, Shockwave, Zaranna, Ally Viper, Range Viper, Night Creeper & Pythona were all customs for comic con. The rest are all wave 2.

I got lucky and found the Cobra Legion 5 pack at Target last Saturday and then found Zartan, Firefly, Sgt. Stalker, Shipwreck and Red Ninja at Kroger Market Place.
I bought Lady Jay and Buzzer off of ebay and am still looking for Serpentor and Beach head, if I can't find them locally, I'll buy them off of ebay.
The next set will include Iron Grenadier Destro, Crimson Guard, Flash, Snow Job and Snake-eyes.
