When he's in New Orleans he could be doing all sorts of things. And not just New Orleans. He's been all over the world and has connections with so many people (good and bad). Wolverine is interesting on his own too. But people like Cyclops, Jean, Beast wouldn't be interesting as a solo hero. They wouldn't be out stealing stuff, flirting with women, being chased by the mob etc. They just wouldn't get themselves into as much trouble as Gambit would.
In my opinion, if you think Gambit isn't interesting a solo hero then none of the X-men are. Except Wolverine.

I liked the Mengo brothers, I thought they were funny. Fabien Nincienza is also one of my favorite writers. I might be mistaken, but I think Deadpool might be one of his creations.
