For what it's worth: In The Prestige, Nolan presented a teleportation device - from the early days of electricity, no less! - as plausible. And Nolan likes to build on his foundations. So having founded a 'real' universe for Batman to live in, he might be willing to entertain some more 'fantastic' characters. I doubt Killer Croc is in this flick, but Nolan could be thinking ahead. As to 'why not do Penguin first', well, maybe we WILL see a full-blown Penguin before we see a full-flown Croc. Or maybe Penguin has been done to death, and Nolan wants to explore lesser-known characters first.
All this can only lead us to wonder how long Nolan expects to keep doing this series, anyway? I'm thinking he'll move on to other things after doing the next one, and someone else will build on what he's done.
That's not necessarily a bad thing. Although I am sure we all know a director or two who should NOT pick up the reigns. Me, I am above such finger-pointing. But you're not, and you know it.
