That is not this movie. Where did people get that?
Krennic is the main villain.
Vader is more behind the scenes.
If anything it was implicitly stated Vader would be more an antagonist to Krennic.

This movie was never going to be (nor should it be) about Vader lighting up and going against the Rebels himself.
Do people just want to set themselves up to have something to complain about?
Vader can be 'used sparingly' as 'not the main antagonist', and still have one of his scenes be, say, "unstoppable doom hammer that the heroes have to sacrifice their lives to slow down".
