I don't see how it's photoshopped.

I don't see what the point would be in photoshopping it. If anything, having him actually wear the uniform would be easier than manipping it.

Its his head around the neck area...it just looks weird to me, especially the shadowing and his pose is pretty much exactly the same as one of jimmy marsdens

This is kinda cool. I'm playing Grand Theft Auto Liberty Stories, and they made kind of a nod to Angel. The game mentioned an Avenging Angel program, which turns vigilantes into reformed peoples.
