I get your point, and I'd probably be agreeing if not for the most recent Endgame promo art. That looks exactly like a green Ruffalo. I can't speak for how he'll appear in the actual movie...but wow, as it stands, that is facially Ruffalo.I think using Hulk for this argument is tricky seeing as PowerCosmic really thinks Hulk looks 99% like Ruffalo. I think a better example would be Thanos.
If you meant created the same way in that their CGI faces were created using CGI and were mocapped to their live performances, then sure, that's definitely plausible, and probably the most likely scenario. But you can clearly see that Hulk's CGI facial features were designed to look similar to Ruffalo, while Genie's facial features were designed to look exactly like Will Smith.
