Norman's not dead.

Cooper confirmed that he is coming back for a third film. His introduction in TASM2 will lead to "better things."

So I have an idea about how they can have Norman as the mastermind.

have it revealed that Norman warning his son about the Osborn curse was done to get him scared enough to test the venom on himself.

Norman wouldn't risk himself but wanted to know how it would affect someone and chose Harry as he matched his genetic profile.

Felicia and Menken were working for Norman all along. Norman had Felicia tell Harry about the special projects and the venom being there so that Harry knew where to get the venom.

Norman had Menken have Harry dismissed from Oscorp in order to hasten Harry's desire to cure himself.

Put it this way by having Harry kicked out of Oscorp it took away Harry's ability to get the venom so Harry turned to Electro to get him back in. If Harry could get the serum any time then he wouldn't necessarily be in any rush to but take away the opportunity and suddenly it becomes imperative.

So Harry tests the venom on himself and it leads to unforeseen circumstance.

Norman now knowing this had work done on the venom in order to refine the abilities you get from it and in the end well have Norman as a bigger and more Green Goblin
