Who is Michael Pena going to play? Figured he'd be a lock for Boomerang.
Pena isn't in talks for a Suicide Squad role.

The thing is that the most "stable" members are either too inherently good to be broken (like Nightshade after her massacre crisis in the original series) or too narcissistic and apathetic by their inherent nature like Deadshot, Captain Boomerang and Bronze Tiger to properly do the job.
Harley understands the ins and outs of psychosis better than any other member. This is why like The Joker she is a brilliant liar and manipulator and she is the only one who "understands" him. She could shift into any personality necessary and still be willing to do whatever is necessary to keep that personality in check.
In that sense I understand why they put her in the Suicide Squad in the New 52. Of course Adam Glass didn't do enough to showcase any of that to make me care to even check out issue 3 but that's a whole other story.
If this is a one-off for Gosling, I could see him at least humoring it.
Hardy is Deathstroke, Smith is Manta, Robbie as Harley.

Will Smith for Manta is already perfect.

I don't think they'll use Manta before the Aquaman film.
They could though. It would be an interesting set up if Manta was actively interfering with human affairs prior to the events of Aquaman.
Y'know, there's some pretty sneaky ways they could expand the universe while still focusing on the Suicide Squad crew:
Harley's "boyfriend" would pretty much just be built up through her stories, interactions with the crew members, and overall broken nature. Imagine if the audience is entertained by her quirky craziness, and then at some point we get a scene where we get to see just how horrifyingly damaged she is and suddenly we have trouble laughing at her anymore and just know that when "Mr. J" shows up, run.
They could even have her reveal some of his previous crimes, especially if they're responsible for an empty suit in the Bat-cave...
