The Dark Knight Rises How should the Gotham mob be used in Batman 3?

No, he has a wierd fetish for birds and umbrellas. And he's had several stints in Arkham, too. Make no mistake, The Penguin is a freak.

Since Joker "upset the established order" amongst the Mob in TDK by killing off the mob heads, Gotham would have lots of gangs vying for control of the city. What's left of the mob would try and keep control of Gotham, whilst the freak gangs would challenge them for control of it.

Since the Mob fell apart in TDK, they should introduce The Penguin and Killer Croc (Pre-Crisis Incarnation, dammit ) as the two new Mobsters, signifying that the freaks are taking over the criminal underworld.

I'd like to see the mob fall under the control of The Penguin or Black Mask. Either way, I think Batman 3 should be all out chaos with the remnants of the mob fighting each other and new 'freak factions' joining in on the fight.

The mob has nearly been wiped out after the events of TDK, so in the third film have them have to start relying on the new freakish criminal element. Bring in Rupert Thorne to be the last bastion of the "old world" criminal ideology, and Black Mask to be the symbol of the "new" Gotham.

I dont want the mob to disappear or be taken over by freaks. The mob represents the corruption and filth of Gotham while the freaks are the big players. You cant have an ocean only filled with white sharks. You need smaller fish too. Gotham needs to be filled with corruption, crime, gangs, etc. It cant be Metropolis with joker/penguin/ras.

The freaks still represent the corruption in Gotham, just in a different way. But I agree that the mob shouldn't be totally taken out, which is why I'd like Rupert Thorne and Black Mask to be there to be the old and the new criminals in the city, respectively. Like in TDK the low-level goons will stay the same, but those actually in power, the bosses, should be shifting from mob members to men in masks.

I'm alright with the idea of having the criminal power in Gotham transfer to the freaks, but I don't think that the Nolan world is at the point where the freaks are ready to take control. While it's true that a lot of major mob figures are out of the picture and the freak element has been introduced by the Joker, I still think there's something of a vacumn right now. I think there's still room for a conventional mobster to try and take control. I'd love to see Rupert Thorne try to capitalize on the inevitable political fallout from the city government throwing in with a vigilante who is now believed to have killed a bunch of people--possibly including a popular and heroic DA.

I'd also love to see somebody like Oswald Cobblepot step in. He could act as a bridge between the conventional mob and the actual freaks. I also think he should be (among other things) an arms dealer who specializes in custom-made weaponry. He could carry a simple-looking umbrella that fires rounds, and create the wrist-mounted machine guns that Deadshot uses to try and take down Batman. (I still like my idea of the Hong Kong mob hiring Lawton to take down anybody and everybody who played a part in Lau's death--Batman, Joker, the mob heads, etc).

I think the regular definition of the mob should be out of the picture. We've seen that twice. We need the freaks to take over. Either Penguin or Black Mask taking over most of Gotham's organized crime. Maybe have a small group of old style of mobsters, but the new mob should have a supervillian leader.

I hope this next film focuses more on the mobs fighting for control of the city after the giant void the Joker left in the criminal world. I think it would be great to have regular mobs with some freaks tossed in like the Penguin. Only I hope and trust that if Nolan does it, it will be tastefully done like some of the minor criminals he threw in before and not an over-the-top, cheesy group of characters all fighting each other like in X-Men 3.
